Space and Security on Earth are inextricably linked. The deployment of advanced secure satellite systems is crucial for resilient and secure connectivity on Earth.

The European Space Agency’s (ESA) Space Systems for Safety and Security (4S) is fostering the development of innovative secure satellite communication systems, later deployed as stand-alone solutions or complementing terrestrial networks where required. These systems will serve sensitive governmental needs and enhance the safety, resilience and security of the critical infrastructures and applications they support – from transportation across land, air and sea to civil protection, border control, remote control of critical industrial processes, finance and health operations. For so critical applications, an appropriate degree of European control over the design, manufacturing and operation is a key driver to ensure these infrastructures have the required level of security and guaranteed availability, even and perhaps especially in times of crisis, and to ensure Europe’s ability to deploy and operate the systems it needs in a timely way.

4S – which forms part of ESA’s Advanced Research in Telecommunications – supports European and Canadian national institutions and public bodies in defining their needs in this domain and their industry in developing satellite communication infrastructure and services, that are tailored to these needs.

By working closely with user communities, institutions and industries with special attention given to reinforcing European supply chain, 4S transforms space technology into European or Canadian designed, manufactured and deployed operational systems that bolster Europe and Canada’s non-dependence in a critical field and contributes to make them safer and more resilient societies.

Fundamental geopolitical challenges, the increase in cyberthreats, global pandemics, natural disasters and climate change all drive the need for secure and sovereign communication systems. Maritime surveillance, environmental monitoring, virtual health and education platforms and the safety of our traffic and logistics on Earth and in space are a major concern for governments, agencies, industries and citizens.

Satellite Communications can support missions from institutional users and publicly regulated operators along their entire lifecycle. Safety and security represent a major market opportunity for the space industry. The global market related to space systems for safety and security is estimated to grow threefold in the next two decades, according to a Euroconsult study. The addressable market in Europe is expected to grow at an even faster pace, from €1.7 billion to €6.4 billion in the same period until 2040. 4S taps this market.

Iris Global enables full 4D trajectory management over airspaces across the globe, which will save yearly several millions of tons of CO2 emission and reduce flight delays.

European Independent ATC Surveillance Operational System

EURIALO

The European Independent ATC Surveillance Operational System (EURIALO) addresses the need for a robust and resilient global aviation surveillance system, contributing to the worldwide Air Traffic Management (ATM) modernisation. By introducing an independent, passive satellite-based surveillance solution, the project overcomes gaps and interference issues from conventional terrestrial-based tracking systems, providing a GNSS independent reference for the air traffic controllers.

What projects we are looking for?

For the best chance of success in securing funding via the ARTES 4.0 programme and provided all other conditions are met, submissions for the 4S programme line should be addressing one or more of the following categories:

  • System studies focused on innovative satellite communication concepts and solutions supporting applications that enhance the safety, security, resilience and sovereignty of society (for example: maritime surveillance, air/maritime traffic management, civil protection).
  • Development of technologies and products that ensure secure and resilient Satellite Communications, including areas such as cybersecurity, anti-jamming, and secure routing solutions.
  • Development of satellite communication technologies and products critical for infrastructures delivering communication services aimed at enhancing society’s safety, security, resilience and/or sovereignty.
  • In-orbit technology testing and end-to-end pre-operational service verification/demonstration of systems and communications services aimed at enhancing society’s safety, security, resilience and/or sovereignty.
